SES implements measures to implement the European Directive aimed at assessing and managing flood risks

Floods are dangerous natural phenomena that can cause serious devastating effects on the country's infrastructure, destroy houses and buildings, damage utilities, destroy crops and cause significant material damage to agriculture, and most importantly - endanger the lives and health of the population.
In this regard, a number of EU Member States have adopted a regulation governing the assessment and management of flood risks - Directive 2007 \ 60 \ EU of the European Parliament and of the Council of 23 October 2007 on the assessment of floods. and flood risk management. The purpose of this document is to develop a flood risk assessment and management action plan to reduce the adverse effects on human health, the environment, cultural heritage and economic activities caused by floods.
Ukraine did not stay aside in solving this problem, so it undertook, in accordance with the Association Agreement between Ukraine and the European Union, to implement Directive 2007 \ 60 \ EU, and is implementing the provisions of the agreement step by step. According to the Action Plan for the implementation of the Agreement approved by the Cabinet of Ministers of October 25, 2017 №1106, the State Emergency Service of Ukraine, the State Agency of Water Resources of Ukraine and the Ministry of Environmental Protection and Natural Resources of Ukraine have been identified as executors.
To implement Directive 2007 \ 60 \ EU, it is necessary to perform four main stages, namely: 1) harmonization of legislation; 2) preliminary assessment of flood risks; 3) development of threat maps and flood risk maps; 4) development of Flood risk management plans.
In turn, the State Emergency Service of Ukraine took the following steps to implement Directive 2007 \ 60 \ EU in Ukraine: adopted a regulatory framework to approximate national legislation to the provisions of the Directive; the composition of the Interdepartmental Commission for the Implementation of the Directive was updated, in accordance with the order of the SES dated 23.03.2018 № 191, and its meetings are held quarterly; a preliminary flood risk assessment has been provided.
Currently, the State Emergency Service of Ukraine is implementing measures to develop maps of flood risks and risks, as well as creating on their basis Flood risk management plans for certain areas within river basins with high flood risk for 2023-2028.

We remind you that in accordance with the Association Agreement between Ukraine and the European Union, Ukraine has committed to implement Directive 2007 \ 60 \ EU by November 2022.
